Clerk’s report and matters arising Bainbridge Parish Council – Clerks Report Nov/Dec 2017 Asset Register update Tim Prudden is very kindly looking at the asset register and is reviewing the full inventory of the assets in Bainbridge. There are many benches which need attention and some that will be recommended for removal. The asset register is once again placed on the agenda to officially review with recommendations. Highways updates Street lighting Street Lighting Improvement Because of large increases in energy costs and EU legislation effectively banning many existing street lighting lantern types, North Yorkshire County Council has commenced an ambitious programme to replace all its standard street lighting with LED technology. In September the Council’s Executive Members approved the first £2million of a £12.9million programme to replace around 44000 street lights with the more energy efficient LED equipment. The accelerated lantern replacement programme is expected to be completed by March 31st, 2020 with an anticipated pay back within 10 years, at current energy rates. It is anticipated that the completed programme will offer annual savings of over £1.2 million. We have prepared a number of Frequently Asked Questions (FAQs) which your Councillors may find useful if queried by members of the public regarding this project. The FAQs can be accessed using the following link: https://www.northyorks.gov.uk/street-lighting-energy-reduction-programme Where possible, we will contact the local Parish Council prior to any work taking place. Parish Councils that already use the County Council’s street lighting maintenance contract will be aware of the changes to EU legislation and the benefits of LED technology. I’m afraid this can take up to 8 weeks to complete the work but hopefully we can complete this quicker. Abi Player Business and Community Officer Richmondshire District Council Clearance of the Pathway to Bainbridge School Brian approached the caretaker to cut back grass etc. from path up to school. It was causing problems for children and parents taking children to school. Bank account Balances at the 1st December Current account £6418.77 Deposit account £5138.97 Reserve account £1859.04 Planning –Updates in the District Semerview Farm House, Countersett Stable Cottage, Marsett Wood End Lodge, Marsett Lane, Countersett Yorebridge House Hotel, Breconbar Road, Bainbridge Land to the rear of The Rose & Crown Hotel, Bainbridge Gillian Harrison Clerk 4/1/17 Matters arising from last meeting Cllr Peacock advised that parking and dropping off/collecting children from the primary school in Bainbridge was not ideal and it was felt that the current system could be improved upon. Cllr Peacock suggested that the pathway up the side of Riverdale on the village green should be perhaps stepped making it easier to walk from the road up the grass banking to school. Cllr Peacock will make further enquiries into the stepping of the grass bank. Cllr Percival stated that he had moved the large stones from the Seat in the play area as it needed to be made safe.

Request information from RDC as to when the stalling Busk light installation might be completed.

6.1 | Current financial balances –
NB Funds are included in the totals that must be spent on items for the transparency code. I.e. website costs, and money to buy a lap top computer. As at 1st January 2018 Community account £6257.59 Deposit account £5138.97 Deposit account £1859.04 Total £13255.60 Cllr Percival advised that we were £100 in prepayment to John Banks due to a mix up with invoices and reminders.

Setting of the precept for 18/19 and agreeing the budgets The proposed budget figures were considered, and it was proposed that the new precept for 18/19 should be £6510. It was resolved that the 18/19 Bainbridge Parish Council precept should be £6510. Copy budgets attached to the minutes

8. | Cemetery
The current situation which was reported back from the Cemetery subcommittee is that Cllr Brown is to speak with Mr Lambert with a view to the possibility of purchasing ½ acre of the field adjoining the existing cemetery. Suitability of the ground and price if Mr Lambert is amenable will need to be agreed to move forward. |

Parish Caretaker The caretaker advised that he had not completed tasks lately due to the weather and was waiting for better weather from the 1st Feb to begin the list from the last meeting which is as follows: – Jobs allocated by the council to the caretaker for Nov/Dec Bainbridge Notice Board is leaking Worton Notice Board is leaking Tree – near phone box in Bainbridge Lock for Sexton’s hut at the cemetery Seat in the play area needs to be made safe – Cllr Percival made the seat safe The caretaker advised that the layby’s between Worton and Bainbridge and the one between Bainbridge heading to Borwins, had regularly got rubbish dumped at the road side. The clerk is to advise Sally Dixon RDC that these areas need regular checking.

Letter from Great North Air Ambulance Letter from Citizens Advice Bureau Council decided not to contribute as contributions coming from other parties in the area Letter HM Revenue and Customs -Updated the council that the VAT126 form will be changing Letter from The Pensions Regulator – updated the council that by law the minimum pension contributions will soon be increasing. NALC – RE Data Protection Officer The council resolved to watch and wait for a furthermore simplified instruction on this matter
